I have been following this property for a bit, and it seems like the seller must be very motivated. It has seen two price drops in the last 2 months, down $40k from $450,000. It has been on the market 6 months, so it’s time to make moves.

It is certainly not a big apartment, but it is a real one bedroom and very cute. The kicker is that the monthly maintenance, which includes your taxes, is only $497/month. This incredibly low for Manhattan. If you could park $390k in cash into it (what I think a cash offer could get), your ‘rent’ would be under $500 a month, and likely about $2500 could be written off at the end of the year.
